Purpose of Post

  • Responsible for the effective management of the organisation’s financial resources and operations, to enable the delivery of corporate objectives and ensure financial stability.
  • Responsible for ensuring that RBH has effective and efficient HR, ICT and Policy and Performance functions which support the delivery of excellent services.
  • As a member of the Executive Management Team, to contribute to corporate decision making, policy formulation, business development and the delivery of RBH’s vision and mission.

Key Tasks and Responsibilities

Financial Management

  • Lead and develop a financial service which supports business need and achieves value for money, by optimising the use of available budgets and funding streams, whilst ensuring adequate systems, controls and procedures are in place.
  • Develop and recommend financial strategies that fulfil corporate business objectives, implementing targets and business planning processes to secure adequate funding and effective financial management.
  • Oversee the carrying out of financial appraisals on new initiatives, schemes and projects ensuring there is a rigorous business case system in place across the organisation.
  • Develop and direct effective financial accounting and management systems that meet all statutory and regulatory requirements and best practice.
  • To be responsible for the preparation, review and monitoring of financial regulations, standing orders and authority levels and ensure that they are followed.
  • Ensure that relevant and regular financial, management and performance information is provided in differing formats that meet the needs of the Board, the Executive Management Team and individual budget holders to enable effective planning and delivery of services.
  • Ensure that the necessary financial information is provided to the Council in accordance with agreed timescales.

Divisional Management

  • Provide effective leadership, and support and empower the Resources Directorate, ensuring that team members are recruited, developed, appraised and managed in accordance with RBH’s policies and procedures.
  • Develop RBH’s business development capacity so that the organisation is generating significant levels of external income to support core services and community investment.
  • Ensure that RBH’s central HR and staff development function delivers an excellent support service to operational teams and that HR and staff development policies and processes are aligned with organisational requirements.
  • Ensure that RBH’s ICT strategy is aligned with and effectively supporting its business strategy.
  • Ensure that RBH is effectively using ICT and new technology to deliver business benefits and improved service levels.
  • Ensure RBH has an effective well resourced central policy function.
  • Ensure RBH’s performance management framework is driving real improvement in service delivery.

Corporate Management

  • As an active member of the Executive Management Team, contribute to the corporate management, development and promotion of RBH’s mission, vision and values.
  • Contribute to strategic development and policy formulation, with particular emphasis on financial resourcing and appraisal, to fulfil corporate objectives.
  • Participate in the compilation of corporate and business plans, setting and monitoring targets and objectives as appropriate.
  • Advise the Board and committees on all aspects of finance, providing and presenting regular reports and data to inform the decision making process and achieve effective governance.
  • Ensure that the Board is aware of the financial implications of all key decisions and is informed at the earliest opportunity of any issue that has major financial implications for the organisation.
  • Ensure the organisation’s VFM strategy and Action Plan is effectively implemented and a VFM culture is embedded throughout the organisation.
  • Work with the Council to agree future financial strategies and business planning targets.
  • Continue to develop the risk management framework in order to identify, assess and control corporate risk to ensure flexibility and minimise exposure to protect the organisation’s interests where necessary.

Education & qualifications


Experience, knowledge, understanding

- Degree level education or relevant professional qualification e.g. CIH
- Evidence of continuous professional development

- Demonstrable track record of success in a senior financial management role within a similar organisation of comparable scope, size and complexity
- Experience of working at senior level with Boards and Committees
- Significant experience of leading and developing employees in a changing and challenging environment
- Sound knowledge and understanding of the role of ALMOs and the current and future challenges faced by the sector
- Experience of working in partnership with internal and external stakeholders to deliver improved outputs and outcomes
- Knowledge and experience of business and financial planning and processes
- Experience of negotiations with private sector partners
- Experience of development finance
- Experience of dealing with a financial control of subsidiary and/or joint venture companies
- IT literate with a sound grasp of the role technology can play in supporting service excellence
