JOB TITLE: CHIEF EXECUTIVE

Purpose and Objectives of the Job

  • Provide inspirational corporate leadership and strategic direction to ensure RBH achieves its vision, mission and objectives.
  • Effectively manage the core business within an open culture that meets the current regulatory framework and having due regard for the interests of the Council and current and future tenants and customers.
  • Play a pivotal role in the successful delivery of urban regeneration, housing market renewal and sustainable communities across the Borough of Rochdale.
  • Maximise the effectiveness of RBH through:
    • Proactive partnership working with the Council and other agencies/partners
    • Optimising the use of community and tenant/customer engagement in the planning, development, delivery and evaluation of services
    • Achieving excellence across all landlord services to existing and prospective customers.
  • Drive forward the organisation to improve on RBH’s current audit commission rating, with the aim of securing a position amongst the most successful ALMOs.  Achieve this by adopting an innovative commercial approach to delivery/partnerships to achieve housing and other social/community outcomes.
    • As a member of the Council’s Executive Leadership Team, proactively contribute to the achievement of the Council’s wider community strategies and plans.

    Key Accountabilities

    Leadership & Performance Management

    • Lead, develop and manage a cohesive and talented Executive Management Team to ensure the delivery of the business plans and work in harmony with the Board.
    • Chair and lead the Executive Management Team, establish effective relationships with them, agree objectives and appraise performance against them, to ensure that services are properly planned and delivered, problems resolved and policies implemented.  In particular, ensure that business plans are regularly reviewed by the Team and that performance and service standards are adhered to and work programmes are monitored and maintained.
    • Ensure that the company has and retains the leadership skills and talent to respond positively and proactively to an increasingly complex and competitive market place.
    • Ensure effective communication and consultation with tenants/customers, staff and all stakeholders – encouraging their contribution to service planning, development and delivery.
    • Ensure the delivery of a long-term strategy for the maintenance and improvement of the Council’s stock to maintain the Decent Homes Standard.
    • Develop and maintain productive relationships and networks to achieve the Company’s vision and objectives and to support the Local Strategic Partnership (LSP).
    • As a member of the Council’s Executive Leadership Team, participate in the corporate development of Council Services and contribute to the achievement of the Council’s wider strategies.
    • Successfully direct and implement organisational change to meet changing demands and the development of new service areas.

    Governance

    • Ensure the timely provision of succinct, relevant and appropriate information to the Board, advising the Board appropriately and drawing its attention to matters that it should consider and decide.
    • Following consultation with the Board, take the lead in formulation of the strategic and business plans of the Company.
    • Assist the Board to achieve the highest standards of governance and probity by working with the Chair and Board to self assess performance and training and development needs - and certify compliance with regulatory and other statutory requirements and appropriate best practice.

    Risk Management and Regulatory

    • Ensure the financial security of the business by requiring that proper systems of control and risk management are maintained so that problems are identified early, analysed by relevant staff and that options for action are developed to enable positive decisions to be taken.
    • Ensure that all legal, statutory and regulatory requirements and obligations of the business are met fully

    Business Development & External Relations

    • Represent and promote the Company externally; be responsible for the maintenance of good internal, external and public relation and develop and maintain the profile of RBH amongst central and local government, Communities for England and throughout the housing and related sectors and trade bodies.
    • Identify new opportunities for business development, strategic alliances and partnerships – such that the organisation is seen to be both responsive to the changing business environment and at the leading edge in terms of innovation and practice.

    Relationship Management

    • Maintain and foster key internal and external relationships to support and promote the interests of the Company, and further develop the Company’s image – both locally and nationally.

    • Be accountable for the development and implementation of Equality and Diversity standards across RBH and take a lead role in the review of performance and the effect of the business on the diverse communities within which RBH operates.

    Education & qualifications

    Experience, knowledge, understanding

    - Degree level education or relevant professional qualification e.g. CIH

    - Substantial experience at senior management level, with organisational, departmental and budgetary responsibility
    - Experience of working at senior level with Boards and Committees
    - Experience of cultural change programmes which resulted in organisation improvement
